Do you believe there is enough transparency in relation to how GLA funds are allocated and oversight of those organisations and bodies that receive GLA funding? In what areas would you like to see improvements in transparency?

Yes, I do believe there is sufficient transparency in the way that the GLA allocates funds and oversees its relationships with partner organisations in receipt of those funds. IPB and HIG agendas and minutes are published as are the formal GLA decisions which flow from those discussions. 

A number of bodies are in receipt of grant funding from the GLA to cover their core costs. They are: London & Partners, the Museum of London, MedCity, SMEWFL, Film London, the London Design Festival and LWARB. In each case different transparency arrangements will be appropriate given the nature of the business being conducted.

The grant agreement with each body will set out exactly what is required.

As my Chief of Staff has confirmed, when the Land P grant agreement comes up for renewal, I am ensuring that GLA officers consider what additional requirements it might be appropriate to include by way of transparency. The areas I have asked officers to focus on are:

       Board decision-making;

       Business planning and key performance indicator data; and

       Senior staff remuneration and declarations of gifts and hospitality.
