The data you refer to were published by the TUC for the UK as a whole. Using as comparable data as possible shows that in London around two-fifths (or around 16 in 40) of the net increase in jobs since the recession have been for a full time employee.

The London Enterprise Panel is leading the strategy and development of a range of employment programmes to support Londoners in accessing sustainable employment opportunities including full-time work.  These programmes include the LEP's 2014-2020 European Structural and Investment Funds due to launch in 2015, the LEP's Growth Deal pilots and my Apprenticeship Campaign.
