The 2014 TfL Business Plan says, "river services will accept Oyster and contactless by mid-2016". Why is it taking so long to introduce?

Introducing Oyster and contactless on river services will enable customers to touch in and out at validators on piers much as for rail journeys. Doing so is not straightforward, requiring new ticket validators and new software to enable fares for river journeys to be charged outside the bus and rail daily and seven day caps. This is necessary because standard zonal fares do not apply on river services.

It is planned to accept Oyster on river services by summer 2015 and contactless by mid-2016.
