The Department for Communities and Local Government (DCLG) is the 'Managing Authority' for the ERDF programme in England.  The Government Internal Audit Agency is the 'Audit Authority'. The European Commission and European Court of Auditors also audit the programmes.

In London, the GLA's European Programmes Management Unit (EPMU) acts as an 'Intermediate Body' for the national ERDF programme, managing local bidding and expenditure checking and payment  on behalf of the Managing Authority, and as  advised by the London Enterprise Panel.  EPMU's work is regularly checked by the Audit Authority.
