The scrapping of the Off-Peak cap removes the incentive for passengers to wait until 9.30am to begin their journey. What work has TfL done to model the effects of this change on overcrowding?

Most single fares will still reduce at 09:30. Therefore, the incentive to travel after 09:30 is not being scrapped in 2015. For example, the fare from Camden Town to Zone 1 will come down from £2.90 to £2.30 after 09:30 in 2015 and that from Uxbridge from £5.10 to £3.10.

TfL does not believe the 2015 changes will have a discernible impact on peak crowding. It has analysed station entry data to quantify the number of passengers who currently appear to wait until 09:30 to enter the station. Based on this information TfL estimates that there are at most 600 people on the Tube who travel just after 09:30, and may therefore have been postponing their journey to benefit from off-peak fares.
