Assessments are made on a site-by-site basis prioritising sites where energy benchmark data indicates there is greatest opportunity.  The energy survey will identify opportunities across a range of technology interventions (including PV) taking into account costs and benefits of installation.  In the case of PV, the benefits include both the grid energy costs 'offset' by the generation of electricity as well as revenue from the Feed-In Tariff.
