TfL is establishing a Low Emission Commercial Vehicle (LECV) programme to address the issues relating to the lack of availability and affordability of viable commercial vehicles. The programme will work closely with vehicle manufacturers and fleet operators to identify and implement any support TfL and the GLA could provide. This could include seed funding demonstration projects, where appropriate.

The programme will seek to coordinate current industry good practice and create exemplar case studies, advice, and guidance to demonstrate the business case, viability and whole-life costs of cleaner vehicles. TfL has had great success with the Construction Logistics and Cycle Safety (CLOCS) programme, and they will use a similar approach for LECV.

The programme will champion the outputs of existing TfL and GLA projects such as HyFive, Agile Urban Logistics and LaMiLo (Last Mile Logistics). Links to other funding opportunities will be signposted to fleet operators and step-by-step guidance on how to secure this funding will be provided.

The programme will begin shortly with the first outputs due in 2015.
