Question

In view of your response to my written questions cornering Permitted Development Rights at last MQT, that you were "monitoring the impact of Government's 3 year PD liberalisation scheme with a view to making evidence based representations to DCLG at the appropriate time",   and as the Government are now consulting on making the temporary permitted development rights permanent, what has been the  outcome  of your monitoring exercise?

The monitoring information collected by the GLA from the start of the permitted development right to August 2014 shows:

       Data on 1,452 prior approvals has been submitted by London LPAs.

       887 applications have been approved, 387 have been either withdrawn or refused and the outcome of the remaining 178 is currently unknown.

       If all of the approved schemes were developed, they would provide 7,900 residential units.

       Of the approved schemes we have details of floorspace losses from 628. These account for a total of over 410,000m2 of floorspace, averaging roughly 650m2 per scheme.

       Data on occupancy has been particularly hard to come by. 483 responses show 208 as fully occupied and a further 96 as part vacant. 179 were fully vacant.

       Number of bedrooms in the proposed units has been added where possible. From 4,065 units for which the data is available, 2,275 are 1-bed or studio units, 1,601 are 2-bed units and 189 have 3-bedrooms or more.
