In view of your response to my written questions cornering Permitted Development Rights at last MQT, your response being: "My officers are also in the process of developing a series of recommendations and proposals on how the public sector can provide support to Incubators, Accelerators and co-working spaces across London, some of which are based in BID areas like Camden. These IACs provide support to start ups and SMEs and their tenants will bring new life and income to those areas where they are based." As the Government is now consulting  on making the temporary permitted development rights permanent, that allow offices to be converted to flats without further planning permission  being required, will you make a response to the Government's consultation, that such permitted development rights should apply only to unoccupied or largely  unoccupied blocks; and  that they should not apply in relation to office premises that have been occupied by SME s paying business  rates for over three years?

In collaboration with the London boroughs I am monitoring the existing permitted development rights. The results of this process will be used to inform my representations to the Government consultation on this matter. That will also include the use of occupied or unoccupied buildings.
