The decision to extend from twenty to thirty minutes the period of free parking on the Red Routes in Kingston (and elsewhere) was taken by Transport for London as the responsible highway authority in line with its strategic policy and operational requirements. In Kingston, this development offered an alternative and complementary facility to local roads where there was a high demand for parking from residents and others. I am therefore surprised that Kingston takes a different approach to the roads for which it is responsible. I would urge all London boroughs to think about how their parking decisions impact on the local economy.
