In Appendix 1635, I attach a copy of the letter I sent last year to Tom Smith, the chair of ATOC at the time, as I promised in my reply last July to MQ 2689 /2013.

However, ATOC remain firmly of the view that compensation of approaching £40 million per annum would be essential before they could contemplate the scheme being extended.

ATOC's policy functions on behalf of the national railway industry have now been transferred to the Rail Delivery Group (RDG). Tom Smith has now left the railway industry.

My Deputy Mayor for Transport has already been in touch with the new Chief Executive of the RDG and my team and I will continue to pursue this with them, as per my manifesto commitment.
