Was any modelling carried out which looked at stepping stone ULEZ measures for 2018, or for the boundary being the north/south circular?

The Ultra-Low Emission Zone is only part of our programme to improve air quality in London. ULEZ focuses on central London where the highest concentrations combined with the greatest exposure are located in 2020. My Transport Emission Action Plan will set out other solutions to help address emissions in other parts of London, including the north/south circular.

Many of the component parts of ULEZ will be introduced before 2020, eg hybrid buses or all newly licensed taxis having to be zero emission capable from 2018. These have been reflected in the initial analysis. More detailed concentrations modelling will be undertaken to inform the policy impact assessment which will be published as part of the ULEZ scheme order consultation later this year.
