Why are you putting up barriers to local authorities opting into the Ultra Low Emission Zone by saying that they should create separate zones? Will you allow local authorities to opt into the zone as part of your consultation on the scheme?

I believe that the congestion charging area is the best location for the initial ULEZ.

It is at the heart of London's air quality problem and where the most people are exposed to poor air quality each day. In addition, the existing zone is well understood by Londoners and the necessary supporting infrastructure (cameras, signage, etc) is already in place.

Nevertheless, while we progress ULEZ, I am happy to work with any borough interested on how to develop or extend the zone in the future.

It should also be remembered that ULEZ is just one of many measures I am implementing to improve air quality. In particular, my £20m Air Quality Fund will help boroughs take action locally across the whole of London.
