In August 2013, TfL provided Westminster City Council (WCC) with Local Implementation Plan (LIP) funding to review options for introducing pedestrian facilities at the junction of Harrow Road/ Kilburn Lane/ Ladbroke Grove. 

WCC then commissioned consultants to undertake traffic flow surveys and prepare traffic models for the preferred option of providing green man crossing facilities on all arms of the junction. 

A site visit also took place in February 2014 and was attended by key stakeholders including local residents' representatives, officers from the London Borough of Brent and Royal Borough of Kensington and Chelsea, and TfL traffic engineers to discuss the proposals in more detail.

Work on the traffic modelling is ongoing and a formal submission from Westminster to TfL is expected in April 2014.
