In August 2013 I published a guide to funding and financing opportunities for energy efficiency retrofit in London, which includes details of funding available to private landlords and other housing providers. Now my officers are working on a range of options to help private sector landlords access the Energy Company Obligation funding to improve the standards of their properties.

I am looking into the Housing Health and Safety Rating System (HHSRS) to see if this can be made more transparent for landlords and tenants, and to improve levels of enforcement to punish bad and criminal landlords. During my time as Mayor the proportion of private rented homes failing the decent homes standard has fallen rapidly from 39% in 2008/09 to 30% in 2011/12.

The London Rental Standard will also request all landlords who have signed up to ensure they deal in a timely fashion with urgent repairs and are in compliance with existing legislation by dealing with health and safety hazards.
