Why does the Mayor believe the 2011 London Plan target to deliver 32,210 new homes a year has never been met?

There has been a failure over thirty years to build enough homes to meet London's needs. The recession and credit crunch then hit house building hard, but we have since seen a significant improvement, with the number of new homes started in the third quarter of 2013 up 30% from 2012.
