The London University Observatory is located on the Watford Way section of the A41;  The Observatory staff are anxious to ensure that their particular concerns over potential light pollution associated with upgrading or repairing main-road lighting are taken into account at the earliest possible stage. Will you give an assurance that any lighting upgrade in this area will not increase light pollution to the detriment of the Observatory, and  will you ensure TfL engage constructively and continuously with the Observatory at the earliest possible stage?

I can give an assurance that the new LED lighting being installed across the TfL network has been sourced specifically to reduce light pollution while improving the quality of light on the road.  The observatory have previously expressed their concerns to TfL over the changes and have been given an assurance that the new lighting will result in a significant reduction in light spill both in the general vicinity of the observatory and into the night sky in general.

Photographs taken at TfL's trial site (attached in Appendix 976) illustrate the reduction in light spillage and improved light quality that can be expected.
