This is not a misleading description.  London Underground's proposals will free up staff from behind closed doors and glass windows to focus on customer service where it is most needed - in ticket halls, at ticket machines, on the gatelines or on platforms.  This will also mean there are more staff visible and available to help customers.  All stations will be staffed and controlled at all times.

Of course, ticket offices at many stations are currently only open for a small proportion of the day.
