A 75 year old woman was tragically killed by an HGV at the junction of Cromwell Road and Earls Court Road on 3rd February. According to TfL, SCOOT allows for the 'dynamic adjustment of signal timings according to traffic flow'. What is the longest that a pedestrian is ever obliged to wait at a red man phase at all pedestrian crossings at this junction? How long do they have to cross on a green man phase?

I was deeply saddened to hear of this tragic death and my thoughts and sympathies are with her friends and family.

This matter is currently being considered by the Coroner and a Coroner's Inquest is likely to take place within the next few months. It would not be appropriate for me to comment any further until that process is complete.
