The European Commission has recently conducted Portable Emissions Measurement System testing to show real-life emissions levels. Do you think Transport for London should conduct its own random sampling approach to bus and taxi emissions in real life conditions, using similar equipment?

Officers are drafting a response which will be sent shortly.

Written response from the Mayor 04 September 2013. TfL has been in discussion with the European Commission contracted emissions test facility, Millbrook Proving Ground, who are in the process of procuring certified Portable Emissions Measurement System (PEMs) equipment. TfL will conduct a trial of PEMS testing on buses in conjunction with the established chassis dynamometer testing. PEMS equipment for light duty vehicles such as taxis has not been approved by the United Nations Economic Commission for Europe at present.
