Written response from the Mayor To enable the implementation of 'air quality neutral' for planning purposes, emissions benchmarks have been developed for buildings (based on land uses) and transport. The benchmarks have been developed for NOx and PM10 as these are the emissions of greatest concern in London. The emissions benchmarks have been developed to prevent the overall increase in the concentration of these pollutants across London as a whole.
