London has the biggest car sharing market in Europe via its successful car club providers, and is second only to New York globally. There are several car club companies active in London with over 2,300 vehicles, and 120,000 members. TfL has actively supported the expansion of car clubs in London though the provision of funding (£5m since 2008) and support to local authorities for implementation of dedicated on street parking bays.

TfL is in regular discussion with the industry regarding the introduction of electric vehicles into car clubs.Hertz Connect has installed 32 charge points under our Plugged in Places funding agreement and offers pure electric cars for hire to customers. In 2012, Zipcar trialled 10 plug-in hybrid electric Vauxhall Ampera's for 6 months in partnership with Vauxhall and London boroughs.

A number of organisations are developing proposals for schemes like the Autolib Scheme. There are no plans for TfL to copy the Paris Autolib scheme because the existing car club market in London is already flourishing and evolving. It is also worth noting that Autolib has been delivered at significant cost to the public sector. There is also some concern about mode shift from more sustainable modes to Autolib. TfL will continue to work closely with London's car clubs to support this important industry and the environmental benefits it delivers.
