This is largely a matter for the relevant advertising concessionaire rather than TfL. The concessionaire carries the risk of any unsold sites. In line with industry standard practice, TfL accepts that, at no cost to TfL, its commercial advertising partners can leave non-time expired advertising in situ or use other pre-agreed material.
