After the first year of reforms to Local Housing Allowance, have you observed any evidence in London to substantiate government claims that a) private sector rents would decrease and b) that spending on LHA is being brought 'under control'?

The DWP's interim impact assessment of the Local Housing Allowance reforms found that average rents paid by recipients in London had fallen as a result of the reforms. DWP statistics also show that total housing benefit expenditure in London's private sector has fallen in the last year after rising for several years in succession.
