My Cycling Commissioner and TfL are working closely with London boroughs, including Hackney, to develop plans to improve cycle routes across London. In the case of the Pembury Circus junction, the London Borough of Hackney is the Highway Authority, Traffic Management Authority and Local Planning Authority for this junction and the roads leading to it. If Hackney chooses to prioritise this junction, TfL would expect any improvements for cyclists to meet with requirements set out in the London Cycling Design Standards.

The details of the Quietways network are still being developed, but where local barriers to cycling exist in the vicinity of Quietway routes, TfL will work closely with boroughs to overcome them through this programme.
