Question

Following the devolution of Homes and Communities Agency functions to the Greater London Authority, what leeway does the Mayor have to diverge from government affordable housing policy? In particular, what freedom does the Mayor now have to develop London-specific affordable housing programmes that diverge from national policy on key issues such as tenure?

The vast majority of the contracts for the Affordable Rent programme were signed by the HCA prior to formal devolution and novated to the GLA in April 2012. However, I will explore opportunities to re-profile existing affordable housing budgets and additional funding from DCLG - my Housing Covenant of up to £100 million is an example of this.
