Question

With the LLDC assuming planning powers on 1st October, what structures are in place for it to make planning decisions and ensure that local communities are included as much as possible? Will the LLDC be publishing any development plans to guide its planning decisions, including its approach to Section 106 and Community Infrastructure Levy contributions, and if so when will this take place?

The Legacy Corporation's planning decisions will be guided by the London Plan, Olympic Legacy Supplementary Planning Guidance, the core strategies from Hackney, Waltham Forest, Tower Hamlets and Newham and the Area Action Plans for Hackney Wick and Fish Island.

In addition, consultation will shortly begin on the preparation of a Local Plan and a Statement of Community Involvement (SCI) for the MDC area which will see the Plan being adopted in autumn 2014.

I will ensure that the views of local people are actively sought through the planning decisions process as well as through formal consultation at key stages in the development of the Local Plan.

S106 is a vital tool to ensure communities benefit from large-scale developments. The LLDC Board recently approved the S106 agreement for the Olympic Park which includes £17 million of transport and infrastructure improvements, housing commitments and local employment and training programmes.

Work is underway to prepare a Community Infrastructure Levy for adoption in spring 2014. It will be an open and transparent process with formal public consultation with both local residents and businesses.
