The assessment of future policies and strategies is primarily undertaken using modelling based on the London Atmospheric Emissions Inventory (LAEI). This is compiled by the GLA and TfL every two years. The next iteration of the LAEI (the LAEI 2010) will be published later this year. The compilation of the LAEI will not be affected by any decisions made by the boroughs as to who undertakes their monitoring data ratification work.
