Following the absorption of the LDA (London Development Agency) and HCA (Homes & Communities Agency) into the Greater London Authority (GLA), can you confirm if the GLA is now a 'primary producer' of statistics, as defined by central Government?

I am yet to encounter a central Government definition of 'primary producer' of statistics. The GLA is a straightforward supplier of data to Government departments that produce official statistics in much the same way as local authorities and some private companies are. If these organisations aren't considered primary producers of statistics - which I do not believe to be the case - then neither should the GLA.
