The Safer Neighbourhoods Deployment Protocol states:

'The occurrence of a significant event on a Borough will often generate demand for police resources that far outstrips those readily available to deliver an adequate response. In these circumstances members of SNTs may be used.'

The Protocol notes, however, that this does not constitute 'authority to abstract SNT staff from achieving their primary aims within their wards'. SNTs can therefore only be abstracted from their wards in the occurrence of a 'significant event' such as a terror attack, or other major incident.
