If TfL are not able to record the pictures from their cameras, what assurance is there that there will be 24/7 viewing coverage in the Traffic Control Centre to spot any criminal acts taking place on the TLRN network?

The LSTCC's role is to monitor the road network and to manage and mitigate causes of congestion. The primary responsibility for monitoring CCTV for crime and disorder lies with the MPS and individual boroughs. However, as per my answer to your question 3165/2011, information on acts of criminality witnessed is passed on immediately to the MPS staff in the co-located MetroComm control room.
