Written answer received on 1 November 2011:

The Government's consultation on new regulations enabling traffic authorities to introduce lane rental schemes closes on 31 October 2011. Subject to the outcome of the consultation, the Department for Transport is working to a timetable that would see regulations come into effect in January 2011.

It is TfL's intention to submit its Roadworks Lane Rental proposal (currently subject to a separate consultation) as soon as these regulations come in to effect. These then need to be approved by the Secretary of State for Transport. TfL's Lane Rental scheme would, therefore, come into effect from Spring 2012.

This will enable TfL to charge those digging up the busiest parts of the TLRN at the busiest times, giving works promoters a powerful incentive to schedule their works to be less disruptive. We expect lane rental to reduce serious and severe disruption from roadworks by 40 per cent by 2015.
