Question

I have received several complaints from parents renewing their child's Zip Oyster cards in September. TfL appears to have a huge backlog of applicants, resulting in waits of a month for cards to be renewed. What will you do to improve this system and make it easier for parents to get their children's cards in good time for the new school year starting?

Written answer received on 25 October 2011:

TfL accepts that, in a significant number of cases, parents have had to wait longer for their Zip cards this year than should be the case.

It is worth saying that the problems have been more limited than your question suggests. The 11 to 15 scheme has operated at its normal high standard. The 16+ scheme did have problems in the second half of September, as a result of an exceptionally high number of applications being held up and then delivered by the Royal Mail in bulk to TfL. The problems relating to the 16+ scheme with the Royal Mail have now been resolved.

TfL is putting measures in place to improve the resilience of the process and to ensure that this year's problems do not occur again.

TfL will be happy to review any individual cases where unreasonable delays appear to have been experienced if these are passed through.
