When your consultation document on the proposed removal of the western extension of the congestion charging area (WEZ) refers to TfL estimates that emissions of PM10 from traffic in the WEZ area might increase by some 3.5% and emissions of NOx by some 2% are you referring to total emissions of these pollutants in tonnes across the whole area or to some other measure and if so what?

These figures refer to changes within the western extension area only. The consultation documents also show that there may be small reductions in emissions in the original Congestion Charging zone resulting from the proposal.
