As TfL is still in the procurement phase, the respective positions of the remaining two short-listed bidders remain commercially confidential. TfL will continue to negotiate with them to fully understand the cost implications of the project and to seek best value. The current procurement strategy envisages that the new buses will be acquired, operated and maintained by bus operating companies (as is currently the case) and not TfL directly.
