Question

Can you confirm that a TX4 black cab, straight off the production line, normally needs to be adjusted in order to meet the turning circle requirements? Are such cabs then adjusted back to their previous condition as they start work on London's roads?

No, this is not the case. The TX4 is manufactured to the standards required by the current Conditions of Fitness (CoF) for London. It is licensed and passes the annual inspection process provided it continues to demonstrate it meets those standards.
