Can you give an account of the thinking that led to your decision to take over the determination of the application? What reports were received? What formal meeting took place and when? Was a note of the meeting produced? Can you provide a schedule of the advice and reports received and notes taken? How much of this, if any, will be or has been published and what are the reasons for withholding any of this information?

The application was referred back to me on 18 August 2009, following Tower Hamlets Council's resolution to refuse planning permission. On 26 August 2009 I considered a GLA officer report that recommended that I take over the application for my own determination. This report assessed the application against the policy tests, set out in the Mayor of London Order, and had regard to the relevant development plan targets and the extent to which Tower Hamlets Council is achieving or has achieved them. I agreed with the officer recommendation for the reasons set out in the report. The report and my direction letter (which sets out the reasons for issuing the direction) are available on the GLA website.
