TfL has carried out a top line business case review for the electrification of this line, which shows there is a good business case. However the benefits are largely to freight services travelling through London and TfL does not have the funds to support this scheme. Before any work can start there is a need to undertake a full analysis of the costs, including for example surveys of the structure on which the line runs. DfT have confirmed that they intend to ask Network Rail to conduct this detailed cost analysis at Network Rail's expense.
