TfL's position on government proposals to expand airport capacity has focussed on the surface access impact of such proposals. In particular, TfL has sought to ensure any negative impacts on London's transport system are fully mitigated and mitigations funded in accordance with the government's 2003 'The Future of Air Transport' White Paper.

Our position has been that we have neither supported nor opposed proposed expansion options, provided the negative transport impacts of further expansion are fully mitigated.

If proposals to develop a second runway at Gatwick are brought forward, TfL will seek to engage with the promoter to identify potential impacts and develop appropriate solutions.
