In the past, benefits such as those related to the pedestrian environment, health and social inclusion have been important in the assessment of scheme business cases; how will a new focus on vehicle flow and driver journey times affect the relative value assigned to other benefits in the appraisal process?

Any change in emphasis of transport policy will be reflected in TfL's objectives, largely articulated through my Transport Strategy. This in turn will influence the type of scheme which is considered through the business planning process. The valuations themselves will not change, but the context in which schemes are developed and appraised will fully reflect my priorities for transport.
