Your campaign website outlined 'Payback London', whereby young people under 18 who abuse their right to free travel can earn it back by carrying out community service. Who will run this initiative, how will it operate, and how much will it cost?

I pledged to initiate a new scheme whereby all 11 - 18 year old travel concessions will be withdrawn for breaches of the behaviour code, but free travel can be 'earned back' through participation in community work. The 'Payback London' initiative will be overseen by TfL who are currently working on the details. TfL proposes that Payback London be a voluntary scheme, offered to all those who have had their travel concession withdrawn. It is envisaged that the scheme would be monitored by a pan-London community organisation. TfL is working with London Councils and a number of other advisory groups to help identify potential organisations to deliver this service. The costs are still being finalised along with full details of the proposals.
