In answer to my question 946/2007 you informed me that the number of PCNs issued for banned left turns at this location were 13, 1 and 6 in Mar 07, Apr 07 and May 07 respectively and that the level of contravention has dropped significantly.
I visited the site on 4 June 2007 outside the rush hour and in a single fifteen minute period witness 3 cars turning left off the Old Kent Road into Peckham Park Road cutting through the pedestrian phase. From this I conclude that TfL can only be issuing PCNs to a tiny fraction of those drivers making banned left turns. Furthermore the only CCTV camera we could see in the area was pointing in the wrong direction to capture drivers making illegal turns.
Please could you explain why so few PCNs are being issued? Is there a permanent camera in place? Has it been in full working order? Please provide a schematic indicating the location of the enforcement camera.
