The number of Service Provider and TfL resources required to enforce the Low Emission Zone (LEZ) has not yet been finalised. The approach so far has been to implement and operate LEZ using existing resources as far as possible, to maximise cost effectiveness. It is currently expected that when the scheme starts up, Capita will have five additional full time staff dealing with issuing Penalty Charge Notices, representations and appeals; with a further nine on a temporary basis at the launch of the scheme. In addition, the existing Mobile Patrol Unit resource will be primarily dedicated to LEZ enforcement using 36 existing full time staff and a proposed six additional full time staff. The TfL Congestion Charging Enforcement Operations Team will recruit 4 four full time staff members for work regarding LEZ.
