The service provider and TfL resources required to enforce the Low Emission Zone have not yet been finalised. The approach so far has been to implement and operate the Low Emission Zone using existing resources as far as possible to maximise costs effectiveness. It is currently expected that when the scheme starts up Capita will have five additional full time staff dealing with issuing penalty charge notices, representations and appeals, with a further nine on a temporary basis at the launch of the scheme. In addition, the existing mobile patrol unit resource will be primarily dedicated to Low Emission Zone enforcement using the existing 36 full time staff and a proposed six additional full time staff. The TfL Congestion Charging Enforcement Operations team will recruit four full time staff members for working including the Low Emission Zone.

So, if you have not been able to follow that, the full time staff acquired between Capita and TfL will be an extra 15.
