I remember discussing this at the time with Tim O'Toole [Managing Director, London Underground] and Peter Hendy [Commissioner, Transport for London]. Somebody who is absolutely determined to put their life at risk in order to gain access to our property to conduct graffiti is almost inevitably going to be able to do it. If your value system is that your life is in enhanced by graffiti, and you are prepared to put your life at risk, short of having a Berlin Wall with an army behind it - and even then a lot of people got out ' there is very little that can be done. If people are prepared to put their life at risk- and that is what a graffiti artist does every time they do it - then we will always find many of them getting in. We make it as difficult as possible for the casual person, to discourage them, but someone who is bright and determined will always be able to get in. People manage to kill presidents. They will certainly be able to get into our Underground.
