Private Hire Vehicle Licensing started on 13 April 2004. A licence is valid for 12 months and the number of vehicles licensed to date is as follows:

13 April 2004 - 12 April 2005 (Year 1) 33,107 13 April 2005 - 12 April 2006 (Year 2) 41,600 13 April 2006 - 31 December 2006 33,939 Year 3- part year)

TfL's Public Carriage Office has achieved the licensing target. The regulations that introduced private hire vehicle licensing provided a 12 month transitional period that would lead to all private hire vehicles being licensed by 12 April 2005. This target was achieved and, since that date, all private hire vehicles operating legally in London are fully licensed.
