What are the costs attached to terminating the 168 bus at, for example, Chalk Farm, but still routing it via South End Green?

It would not make sense to extend the 168 to Chalk Farm as it already passes there on its way to South End Green. An extension to Parliament Hill Fields would at least provide a progressive routeing, but TfL estimate that this would require the use of 4 additional buses, representing an additional cost of £700,000 - £800,000 per annum.
