Question

Following Department for Transport guidance issued to local authorities on how to introduce car-sharing lanes, are there any plans by TfL to introduce a trial scheme whereby high occupancy vehicles may be permitted to use certain bus lanes during off peak periods? What is your view on car sharing as a means to ease congestion?

I await the results of the trials in Leeds and Bristol with interest. However, with the continued growth of London and its increasing reliance on good public transport I would be concerned that such a policy would regularly impact on the efficiency of the bus system. A study by Tfl in 2003 showed that high occupancy vehicle lanes would have a detrimental impact on the highway network.
