Since 2005, surveys have been conducted by an independent research company rather than Revenue Protection Inspectors. These changes will have affected the rate of refusals as interviewers have less authority to ask for the passengers' ticket than Inspectors do. The table below details the proportion of passengers who refused to show their ticket during the survey.

Year % Refused No of Passengers interviewed 2003 0.1% 101 2004 0.1% 179 2005* 1.1% 2458 2006* 1.7% 3850 *Note that in 2005 / 2006 interviewers carried out the data collection, hence a greater number of passengers were interviewed.London Underground does not have any recorded refusals in its fare evasion surveys, as they are conducted by Revenue Control Inspectors.
