TfL published its latest projection of the cost of the Low Emission Zone scheme in the documents prepared for the current consultation. The cost of the scheme to TfL is estimated to be between £119m - £123m. The associated benefit/cost ratio (BCR) ranges from 0.4 to 2.0. The BCR varies depending on whether the Defra or European Commission method of estimating the health benefits is used. Using the Defra method, the BCR ranges from 0.4 to 0.8 and using the European Commission methodology, the BCR is between 0.6 and 2.0 .TfL commissioned AEA Technology to carry out a Health Impact Assessment to support consultation on a Low Emission Zone (LEZ) Scheme Order. The assessment concluded that the whole population of London would experience an overall improvement in air quality, and that health improvements would be expected from this, particularly as a result of reductions in particulate matter exposure.
